MCC Counselling along with other State Medical Counselling authorities is the generalized round-wise process for medical admissions in India. The Medical Counselling Committee (MCC) is the central authority tasked with counselling Medical and Dental seats at an All India Level. The National Testing Agency (NTA)

 

The National Eligibility and Entrance Test (NEET) is a pen and paper-based entrance examination for admissions to medical courses nationwide. The conducting authority for NEET is the National Testing Agency, authorized to conduct the NEET UG examinations across India.  

 

The Ministry of Education (MoE) and the Government of India (GOI) established NTA as a self-sustained organization to conduct international-standard tests to assess candidate competencies for admission to premier higher education institutions.

About the NEET UG exam

 

Qualifying NEET UG is mandatory to secure admission to MBBS/BDS and other medical courses. NEET UG 2023 saw 20,87,462 candidate registrations globally for admission to 1,08,988 MBBS seats in 703 Medical colleges and 29,088 BDS seats in Dental colleges.

NEET UG Exam Pattern and Timelines

 

 

When preparing for any competitive exam, knowing the exam pattern and syllabus and constantly practicing keeping the same in mind is vital to a successful preparation strategy.

 

 

 

As of 2024, NEET UG lasts for 3 hours and 20 minutes and encompasses three subjects: physics, chemistry, and biology. Each subject consists of 50 questions. These are divided into sections A and B, with 35 and 15 questions. Candidates must answer 45 of the 50 present questions. It is mandatory to answer all 35 questions in Section A. Candidates must answer only ten questions in Section B.

 

 

Every correct answer fetches four marks while marking an incorrect one deducts one mark. The maximum possible score in NEET UG is 720. Students can answer the exam in 13 languages following a bilingual format.

 

Upon completion of the exam, the National Testing Agency releases the Answer Key 14 days later. Candidates can challenge the released answer key, for which they have a 14-day window. Raising a query for one question costs a non-refundable fee of Rs. 200. If a candidate wins the challenge, all the candidates who had previously lost out will have their marks rewarded.

Qualifying Cut-offs for NEET UG 2023

 

In 2023, 20,87,445 applicants for the NEET UG exam appeared, of which 20,38,596 appeared. 11,45,976 aspirants cleared the qualifying cut-offs for admissions to 1,08,958 MBBS seats in 703 colleges and 29,088 BDS seats in Dental colleges.

All NEET aspirants (UG, PG, SS) should note that the Medical Counselling Committee of DGHS conducts MCC counselling in the following fashion:

 

NEET UG Counselling

 

  • 15% of All India Quota MBBS/BDS seatings of Government Colleges (participation of the Union Territory of J&K is subject to their seat contribution)

  • 100% MBBS/BDS seats of Central Universities (BHU, AIIMS, JIPMER, Aligarh Muslim University)

  • 85% of State Quota seats of I.P University (VMMC/ABVIMS/ ESIC Dental)/Delhi University 

  • 100% Faculty of Dentistry (Jamia Milia Islamia), with 5% internal Quota of Jamia students

  • 15% IP quota seats of ESIC

 

NEET PG Counselling

 

The Medical Counselling Committee oversees counselling for the below-mentioned Institutions:

 

  • 50% AIQ seats of all states - (participation of the Union Territory of J&K is subject to their seat contribution)

  • 100% (All India Quota + Institutional Quota) of central Universities (Banaras Hindu University/University of Delhi/Central Institutes/Aligarh Muslim University) - as per eligibility criteria by the concerned college/institute.

  • 100% seats of Deemed Universities

  • 50% AIQ PG seating for colleges under Employee State Insurance Corporation (wards of insured persons)
  • Armed Force Medical Services Institutions (Limited to Candidate Registration)

 

NEET Super Speciality Counselling

 

The MCC conducts counselling for 100% of seats of the contributing states for DM/Mch courses countrywide for

 

  • State/Private Colleges

  • Deemed Universities

Types of MCC Counselling

All India Quota in MCC Counselling

 

The Medical Counselling Committee allots 15% of seats in all government medical colleges across India. As of 2024, 344 government medical colleges had 7200+ MBBS seats in India. The fee structure for Government medical colleges ranges from ₹6000 to ₹3.30 lakhs annually. 

 

 

AIIMS, JIPMER, & Central Universities

 

MCC Counselling covers 100% of seats for central universities (institutes falling directly under the central government’s authority). These colleges include 20 AIIMS, 2 JIPMER (Puducherry and Karaikal), Aligarh Muslim University, and Banaras Hindu University.

 

The 20 AIIMS institutes account for 2169 seats, with AIIMS Delhi providing seven seats for Foreign Nationals. Aligarh Muslim University (AMU) also holds a Foreign National Quota provision of 5. In comparison, the 2 JIPMER colleges consist of 243 medical seats.

 

Employees State Insurance Corporation (ESIC) Medical Colleges

 

This initiative aims to subsidize and provide a doorway to medical education for citizens of all sects of society. As of 2024, there are 1180 MBBS/BDS seats across 11 ESIC colleges nationwide. ESIC started its first Medical College in Bangalore in 2012, although PG courses have been available for pursuit since 2009.

 

Seat Reservations at ESIC Medical Institutes

 

1. All India Quota

 

‘All India Quota’ will determine 15% of the total seats in each Employee State Insurance Corporation Medical Institution. The following flowchart visualizes category-wise seat reservations under the All India Quota per the MCC’s guidelines.

The Person with Disability category is a horizontal quota. A scenario illustrating the same is the following. Say a candidate fulfills the requirements for PwD (5% reservation) but is eligible for the Scheduled Tribe (7.5% reservation) category at the same time. If the allotments under the ST category are filled, the PwD candidate will qualify under the Unreserved Category seat allotments.

 

2. State Allotment Quota

 

Based on the location of the ESI’s Medical Education Institution, a ‘State Government Quota’ will be per the policy of respective States applicable to un-aided non-minority Institutions, or in the absence thereof, as may be mutually agreed to, between the respective State Government and the ESI Corporation from time to time. Regarding the counselling bifurcation, the respective state counselling authorities will counsel 65% of the total MBBS/BDS seats. 

 

3. Insured Person Quota

 

The remainder of seat allotments (20%) upon the allocation of All India Quota (15%) and State Quota (65%) will fall under the Insured Person quota. This provision is strictly for the wards or dependents of workers falling under the Employees State Insurance (ESI) scheme. 

 

The allotments get done under the “Ward of Insured Persons” (IPs) on an All-India basis. Filling up of the seats occurs on a merit cum preference scheme. Applying candidates must submit an IP ward card to present and authenticate their candidature. 

 

 

Deemed Universities 

 

Deemed Universities follow an 85% - 15% bifurcation as Management and NRI Quota seats in MCC Counselling. A new provision of allotments proposes to further divide the 85% of seat allotments as:

Seven colleges in Karnataka and the Manipal Tata Medical College, Jamshedpur in Jharkhand, offer allotments in the above criteria. 

 

 

Armed Forces Medical College

 

The MCC website allows Students to apply and register for Armed Forces Medical College, Pune MBBS seats. 1880 shortlisted candidates, 1490 boys, and 390 girls, appear for screening. The process includes AFMC’s ToELR test, Personal Interview, and the Medical examination. 

 

115 male, 30 female, and five friendly foreign national intakes make up the final 145 yearly seat allotments. SC/ST candidates receive ten reserved seats. NEET-UG 2023 Cut-off for Armed Forces Medical College was 648 and 622 for female and male applicants.

Registration for the first round of MCC counselling in 2023 started on July 20. The results of the first round were announced on July 29, 2023.
